I. Introduction
Solina Centre for International Development and Research (SCIDaR) is an indigenous nonprofit institution that works to accelerate positive health, social and economic reforms through high-quality program design and implementation, capacity building, implementation science research and knowledge generation, as well as agenda-setting and stakeholder convening across human development sectors. Our work seeks to benefit primarily disadvantaged and under-served populations. We implement transformation programs in Nigeria and are currently expanding our footprint to several West and Central African countries. II. Description and Objectives
The Accelerating Control of the HIV Epidemic in Nigeria (ACE) project is implementing integrated HIV care and treatment activities in various states in Nigeria. The Service Delivery Activity will contribute to the attainment of the Government of Nigeria’s (GON) goal of addressing the HIV response, safeguarding the rights and welfare of children and adolescents impacted by HIV/AIDS.
The Private Sector Engagement Officer will work with the Health Financing Specialist to implement strategies, tools, and approaches that will move the HIV program from reliance on donor-funded programs to private sector and/or market-driven solutions that will improve equitable access to health care services. S/he will utilize innovative best practices to improve HIV service delivery in private health facilities and contributing to the overall improvement of the coordination and implementation structure of the HIV program in the states.
III. Technical responsibilities
The Private Sector Engagement Officer will support the delivery of the following:
- Contribute technically to health systems strengthening via private sector engagement providing mentorship and technical guidance health personnel
- Provide technical leadership in the design, development, planning, implementation, and capacity building regarding private sector partnerships for improved program implementation
- Participate in business development efforts, business case development for private sector engagement
- Support the implementation of designed private sector engagement interventions
- Establish and maintain a relationship with private sector actors implementing the program in the state
- Represent the organization at professional meetings and conferences at all levels
- Maintain current knowledge on emerging trends in private sector engagement
- Participate in resource development activities
- Carry out any other assigned tasks provided by the supervisor

V. Required competencies
a. Education and Experience
- Academic training: Minimum of a Master’s degree in a health-related discipline is preferred.
b. Experience:
- Minimum of 5 years of progressive experience in research, business, and/or international development
- Strong understanding and experience of private health sector dynamics, health systems issues
- Knowledge of USAID HSS within private sector engagement desirable
- Expert use of at least any data management and analysis tools, written and oral communications skills
- Astute problem solving and with strong team leadership and program management skills
- Stakeholder management and coordination with ability to multi-task, strategic and analytical thinking skills
- Strong verbal and written communications skills with strong interpersonal skills
- Strong report writing skills with excellent knowledge of Microsoft Office suite (Excel and PowerPoint)
